The cement sector is one of Türkiye’s most strategic industrial sectors, underpinning construction, infrastructure development and export competitiveness. At the same time, it is recognised globally as a hard-to-abate sector due to the energy-intensive nature of production and the process emissions generated during clinker manufacturing. The sector therefore occupies a critical position within Türkiye’s industrial transformation agenda, where maintaining competitiveness and supporting economic growth must be balanced with the transition to lower-carbon production.

Türkiye is among the world’s leading cement producers and exporters, with a well-established industrial base serving domestic and international markets. In 2022, According to Low-Carbon Pathway for Cement Sector, Türkiye produced 77 million tonnes of cement and became the world's largest cement exporter by volume, accounting for 16.9% of global cement exports. At the same time, the sector generated 44.2 million tonnes of process-related CO₂ emissions in 2021, making it one of the largest contributors to industrial process emissions in Türkiye. These characteristics demonstrate both the strategic significance of the sector and the scale of the decarbonisation challenge it faces.

The cement sector represents a priority area where industrial decarbonisation can deliver significant economic and environmental benefits. The sector already benefits from A Low-Carbon Pathway for the Cement Sector, published in 2024, developed through extensive analysis and stakeholder engagement, which identifies the policy, technology and financing actions needed to support the transition. As TIDIP works to support the low-carbon transition, it takes into account the projections, investment needs and methodologies set out in the Low-Carbon Roadmap to support the implementation of the investments and actions required for the transformation of the industry. By facilitating collaboration among public institutions, industry stakeholders, financial institutions and development partners, TIDIP will support accelerating implementation of decarbonisation efforts, strengthen industrial resilience and support the long-term competitiveness of Türkiye's cement industry in an increasingly low-carbon global economy.
