About TIDIP

A Bridge Between Industry and Finance on the Path to Decarbonisation

TIDIP brings together policy support, technical expertise and access to finance opportunities in order to accelerate the low-carbon transformation of high-emitting industrial sectors. It matches industry's investment needs with suitable sources of finance and supports the development and implementation of projects. In doing so, it contributes to the transformation of Turkish industry into a lower-carbon, competitive and sustainable structure.

TIDIP was established through the Joint Declaration signed by the Ministry of Industry and Technology of the Republic of Türkiye, the European Bank for Reconstruction and Development (EBRD), the International Bank for Reconstruction and Development (IBRD) and the International Finance Corporation (IFC). The Platform's national coordination and implementation framework was established by Presidential Circular No. 2026/5, published in Official Gazette No. 33261 of 22 May 2026.

Who Can Benefit?

TIDIP assesses financing requests for decarbonisation investments based on each project’s needs and stage of development. The Platform can support projects at different stages, from early concepts to finance-ready investments. The TIDIP Secretariat reviews each project’s current status and needs to identify the technical, financial and institutional support required.

TIDIP Services

TIDIP assesses financing requests for decarbonisation investments according to the needs and the stage of development of each project. Requests at different stages, from initial concept to investment-ready projects, may be taken up under the Platform. The TIDIP Secretariat assesses the current status and needs of each project and identifies the technical, financial and institutional support required.

  • Technical Preparation Support

    For many industrial companies, a key challenge is turning a promising investment idea into a finance-ready project. Feasibility studies, technical assessments and cost-benefit analyses require both expertise and resources. TIDIP provides technical advisory support during project preparation, and projects do not need to be at an advanced stage to apply.

  • Access to Finance and Matching

    For finance-ready projects, TIDIP connects companies with suitable financial institutions. The most appropriate financing institutions and instruments are assessed based on the project’s characteristics, sector and financing needs. Options may include concessional loans, blended finance and risk mitigation instruments.

  • Project Coordination

    TIDIP coordinates the process among companies, technical advisors and financial institutions, from the initial application stage through to the financing decision.

Cooperation with International Financial Institutions

The European Bank for Reconstruction and Development (EBRD), the International Bank for Reconstruction and Development (IBRD), and the International Finance Corporation (IFC) are founding partners of TIDIP. They support the Platform by mobilising finance, providing technical expertise, and advancing the development of decarbonisation investments.

TIDIP provides a collaborative model that brings public and private sector finance together on a single platform. With the participation of international financial institutions, commercial banks, investors and other financing providers, the Platform supports the development of decarbonisation projects and their access to suitable sources of finance.

Alignment with Policies and Strategies

TIDIP is aligned with Türkiye’s key climate and development policies, including the Green Deal Action Plan, the National Development Plan, the updated Nationally Determined Contribution (NDC), and the 2053 net-zero emissions target. In line with these policies and targets, the Platform supports Türkiye’s strategic priorities for the low-carbon transformation of industry.
